圣母院副主教弗罗洛也爱上了美丽的爱斯梅拉达，但是他与卡西莫多的爱却有着天壤之别，弗罗洛披着神职人员的神圣光环，道貌岸然，内心却因冲突无法自拔，直至灵魂扭曲、充满了邪恶的毁灭欲，最终毁灭了爱斯梅拉达，也毁灭了自己。雨果以悲天悯人的姿态深刻剖析了这个人物阴暗扭曲的灵魂。
